1.1 Scope
Jacobs Engineering UK have been commissioned by Kent Highway Services to carry out a review of the current speed limits on all A and B class roads located within the area defined as Area 1.
Area 1 extends from Sheppey in the north, to the A251 at Ashford in the east, to the Sussex border in the south and to the A229 in the west.
The A and B roads contained within this area are:-

The commission brief required Jacobs Engineering UK to :-
Determine how the current speed limits conform to the latest advice for setting local
speed limits and make recommendations where appropriate to raise, lower or retain
the current speed limit with supporting evidence.
Identify where the introduction of engineering measures may be required to assist
with compliance of an existing or proposed speed limit.
Where speed limit changes are proposed existing centre line road markings are to
be checked and reported upon with regards their compliance with the proposals.
The review team shall liaise with Kent Police
The review team shall appraise representatives of the Parish Councils within the
area.
This review is based on the Department for Transport (DfT) Circular 01/2006 'Setting Local Speed Limits'. Other documents including DfT Traffic Advisory Leaflets 1/04 'Village Speed Limits', 2/06 'Speed Assessment Framework', 1/95 'Speed Limit signs a guide to good practice', and the DfT guidance concerning 'Gateways' have been considered during the review process.
